Job Description and Duties

Under the direction of the Manager of the California Data Exchange Technology Services, the position serves as a Technical Business Analyst.  The incumbent acts as a business analyst on projects that support complex applications of a critical nature to Hydrology operations.  The incumbent manages projects with significant risk where the consequence of failure could have a high impact on the business success of the Hydrology and Flood operations.  The incumbent acts as a liaison between customers and Information Technology Specialists.  The incumbent acts as a knowledge expert on the use of new technologies in the development of complex business applications or development and implementation of new data processing services.  As a business analyst, the incumbent leads teams responsible for developing business requirements, testing, and creating technical documentation and training materials.  The incumbent contributes as a knowledge expert for customers, managers, and staff regarding member office business processes and one or more highly complex projects.  The incumbent provides expert knowledge on project management, business analysis, quality control testing, and oversight for hydrology and flood operations application development efforts.
