An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.This opportunity applies to applicants legally eligible to work in the United States.Qualifications:MA/MS Degree in Natural Resources or Environmental Science or Environmental Conservation or Wildlife or Fisheries Biology (or related area) with minimum additional experience of 10 year(s) in ?Environmental/Species Conservation PolicyExperience working cooperatively and effectively with the personnel of Department of Defense and the Territorial Governments of Guam and CNMI is required. Executive level policy skills are necessary for this position including the ability to effectively collaborate on highly contentious conservation and military issues. Ability to plan and implement a multi-year conservation framework. Knowledge of pertinent Federal and State legislation and decisions, such as those related to endangered species, in order to ensure compliance with laws, regulations, and precedent actions.Mastery of oral communication in order to negotiate controversial issues and persuade others, to provide briefings; to serve as a leader and advocate of Service programs and to facilitate cooperation and consensus among parties with diverse interests and agendas. Experience required with Windows, MS WordDuties:This position will support the Pacific Islands Fish and Wildlife Service (PIFWO) in the development of the Mariana Islands Conservation Strategy (MICS), a significant initiative between the U.S. Fish and Wildlife Service, the Department of Defense (DoD), and the Territorial Governments of Guam and the Commonwealth of the Northern Mariana Islands (CNMI). The ESP will recommend policy approaches, develop written components of the MICS, and support PIFWO leadership in providing technical and advisory assistance for the development and implementation of DoD actions in the Mariana Archipelago.
